Depuis 2003, le secteur des t\u00e9l\u00e9communications a \u00e9t\u00e9 largement ouvert \u00e0 la concurrence en Polyn\u00e9sie fran\u00e7aise.<\/p>\n

En mati\u00e8re de t\u00e9l\u00e9phonie\u00a0:<\/p>\n

  1. la t\u00e9l\u00e9phonie mobile est un service commercial, ouvert \u00e0 la concurrence\u00a0;<\/li>\n
  2. la t\u00e9l\u00e9phonie fixe demeure un service public, de la comp\u00e9tence exclusive de l\u2019op\u00e9rateur public (c\u2019est-\u00e0-dire l\u2019Office des postes et t\u00e9l\u00e9communications et sa filiale ONATi).<\/li>\n<\/ol>\n

    La fourniture d\u2019acc\u00e8s \u00e0 l\u2019Internet est \u00e9galement ouverte \u00e0 la concurrence.<\/p>\n

          La qualit\u00e9 de service : des engagements officialis\u00e9s dans les cahiers des charges<\/strong><\/h3>\n

          Le conseil des ministres approuve les cahiers des charges qui fixent les prescriptions que les op\u00e9rateurs sont tenus de respecter, en application du code des postes et t\u00e9l\u00e9communications.<\/p>\n

          Conform\u00e9ment \u00e0 l\u2019article LP. 212-10 du code et selon l’autorisation accord\u00e9e, ces cahiers des charges peuvent comporter seize clauses, reposant sur trois principes :<\/p>\n

          1. Les op\u00e9rateurs de t\u00e9l\u00e9communications ont des obligations \u00e0 respecter en mati\u00e8re de service rendu \u00e0 l\u2019usager et de concurrence ;<\/li>\n
          2. Ils doivent se soumettre \u00e0 un contr\u00f4le de leur activit\u00e9 ;<\/li>\n
