Un nouveau service de gestion d\u00e9di\u00e9 aux escales et au stationnement des navires en Polyn\u00e9sie fran\u00e7aise<\/strong><\/p>\n

La Direction Polyn\u00e9sienne des Affaires Maritimes d\u00e9veloppe et d\u00e9ploie un nouveau service destin\u00e9 \u00e0 organiser et s\u00e9curiser les escales et le stationnement des navires dans les eaux int\u00e9rieures de la Polyn\u00e9sie fran\u00e7aise. Ce service vise \u00e0 am\u00e9liorer la s\u00e9curit\u00e9, la protection de l’environnement marin et la satisfaction de tous, croisi\u00e9ristes ou \u00e9quipages des navires de plaisance, habitants des \u00eeles ou prestataires de services.<\/p>\n

D\u00e9j\u00e0 op\u00e9rationnel<\/strong><\/p>\n

Le bureau de gestion des escales supervise actuellement le stationnement des navires de croisi\u00e8re et des navires de plaisance de grand gabarit (yachts de plus de 20 m\u00e8tres). Ce service est destin\u00e9 \u00e0 rapidement \u00e9tendre son action \u00e0 l\u2019ensemble des navires de plaisance fr\u00e9quentant nos eaux.<\/p>\n

Objectifs et avantages du nouveau bureau<\/strong><\/p>\n

Le bureau des escales d\u00e9di\u00e9 \u00e0 la gestion du stationnement des navires a pour principaux objectifs :<\/p>\n

    \n
  1. Optimiser l’utilisation des zones de mouillage : <\/strong>En r\u00e9gulant le nombre de navires dans les zones de mouillage populaires, le service vise \u00e0 \u00e9viter la surfr\u00e9quentation et \u00e0 assurer un acc\u00e8s \u00e9quitable pour tous les navigateurs.<\/li>\n
  2. 2. Prot\u00e9ger l’environnement marin :<\/strong> En mettant en place des zones de mouillage organis\u00e9es et en installant des corps-morts \u00e9cologiques, le service cherche \u00e0 minimiser l’impact des ancres sur les fonds marins sensibles et \u00e0 pr\u00e9server la biodiversit\u00e9 marine.<\/li>\n
  3. Am\u00e9liorer la s\u00e9curit\u00e9 nautique :<\/strong> La gestion centralis\u00e9e des zones de mouillage permettra de mieux encadrer les mouvements des navires, d’assurer le respect des r\u00e9glementations maritimes et de r\u00e9agir plus rapidement en cas d’urgence.<\/li>\n
  4. Faciliter les services aux plaisanciers<\/strong> : Le nouveau service proposera des informations actualis\u00e9es sur les conditions de mouillage, des r\u00e9servations en ligne, et un soutien aux navires pour r\u00e9pondre \u00e0 leurs besoins.<\/li>\n<\/ol>\n

    Les mesures pr\u00e9vues<\/strong><\/p>\n

    Pour les navires de plaisance de moins de 20 m\u00e8tres, le lancement de ce nouveau service est pr\u00e9vu en 2025.<\/p>\n

    L’administration pr\u00e9voit une phase pilote dans certaines zones de mouillage populaires avant d’\u00e9tendre progressivement le service \u00e0 l’ensemble du territoire polyn\u00e9sien. La DPAM travaille en \u00e9troite collaboration avec les communes et les populations locales afin de garantir le succ\u00e8s de ce projet.<\/p>\n

    Les mesures qui seront mises en place comprennent :<\/p>\n

    1. R\u00e9servation en ligne<\/strong> : Les plaisanciers pourront r\u00e9server leur place de mouillage \u00e0 l’avance via<\/em> une plateforme en ligne, le t\u00e9l\u00e9service Escales<\/em>, r\u00e9duisant ainsi les incertitudes et les conflits d’occupation des espaces de mouillage. Lorsque des taxes et redevances de s\u00e9jour ou de stationnement sont applicables, le t\u00e9l\u00e9service permettra aux usagers de s\u2019en acquitter facilement.<\/li>\n
    2. Installation de mouillages \u00e9cologiques :<\/strong> Pour prot\u00e9ger les \u00e9cosyst\u00e8mes marins fragiles, des dispositifs de mouillage \u00e9cologiques seront install\u00e9s dans les zones sensibles, permettant aux navires de s’amarrer sans endommager les fonds marins.<\/li>\n
    3. Surveillance et assistance :<\/strong> Des \u00e9quipes seront d\u00e9ploy\u00e9es localement pour accueillir et assister les plaisanciers, s\u2019assurer du respect des r\u00e9glementations et intervenir rapidement en cas de probl\u00e8me.<\/li>\n
    4. \u00c9ducation et sensibilisation :<\/strong> Des campagnes de sensibilisation seront men\u00e9es pour promouvoir des pratiques de mouillage et de navigation respectueuses de l’environnement et des usages locaux.       Ces plages horaires seront progressivement \u00e9largies au fur et \u00e0 mesure de l\u2019ouverture du t\u00e9l\u00e9service aux navires de moins de 20 m\u00e8tres.<\/p>\n

      Already operational<\/strong><\/p>\n

      The port management office currently oversees the docking of large cruise ships and pleasure yachts over 20 meters in length. This service is intended to soon extend its coverage to all recreational vessels navigating these waters.<\/p>\n

      Objectives and benefits of the new office<\/strong><\/p>\n

      The port management office dedicated to vessel berthing has several key objectives:<\/p>\n

      1. Optimize the use of anchorage zones:<\/strong> By regulating the number of vessels in popular anchorage areas, this service aims to prevent overcrowding and ensure fair access for all mariners.<\/li>\n
      2. Protect the marine environment:<\/strong> By establishing organized anchorage zones and installing ecological moorings, the service seeks to minimize the impact of anchors on sensitive seabeds and preserve marine biodiversity.<\/li>\n
      3. Enhance nautical safety:<\/strong> Centralized management of anchorage zones will enable better monitoring of vessel movements, ensure compliance with maritime regulations, and allow for faster response in emergencies.<\/li>\n
      4. Provide services to mariners:<\/strong> The new service will offer updated information on anchorage conditions, online reservations, and support to meet the needs of visiting vessels.<\/li>\n<\/ol>\n

        Planned measures<\/strong><\/p>\n

        For pleasure vessels under 20 meters, the launch of this new service is scheduled for 2025. The administration plans to initiate a pilot phase in select popular anchorage areas before gradually expanding the service throughout the Polynesian territory. The DPAM is working closely with local communities and municipalities to ensure the success of this project.<\/p>\n

        The measures to be implemented include:<\/p>\n

Online reservations:<\/strong> Mariners will be able to reserve their anchorage spot in advance through an online platform, the Escales teleservice, reducing uncertainty and conflicts over mooring spaces. Where applicable, the platform will also facilitate the payment of any required taxes or fees.<\/li>\n
        2. Installation of ecological moorings:<\/strong> To protect fragile marine ecosystems, ecological mooring systems will be installed in sensitive areas, allowing vessels to anchor without damaging the seabed.<\/li>\n
        3. Surveillance and assistance:<\/strong> Local teams will be deployed to welcome and assist mariners, ensure compliance with regulations, and respond quickly to any issues.<\/li>\n
        4. Education and awareness:<\/strong> Awareness campaigns will promote environmentally respectful anchoring and navigation practices and consider local customs. These initiatives aim to engage local communities in protecting their marine environment and welcoming mariners.<\/li>\n<\/ol>\n
